In theory, yes, in practice, it depends on the degree of the mismatch.
Small discrepancies are fairly common even among the best string makers.  In
such cases I find it very difficult to detect any tuning problems.  That
being said, string makers should endeavor to be as accurate as possible and
some are more careful than others.

David Sanderson told us that the bare length is critical to inharmonicity. 
Mismatched bare lengths on wound bichords is a real tuning problem.
