Guaranteed. Although they often don't seize as badly as the shanks, and the 
verdigris is usually limited to the support flange, it's still there. The felt, 
cloth, and leather at the contact points will also be compacted and hardened. 
In addition, most of the work of a regulation centers around the repetitions, 
so replacing them later (which you will) is much more costly in the long run. 
 
The way to achieve maximum performance at minimum cost is to replace them 
now.
